
Barça expects to receive the Certificate of Completion of Works (CFO) on August 18, 2025, a prerequisite for a partial reopening of Spotify Camp Nou to 27,000 spectators. Once issued, the CFO will be sent to the City Council to process the initial occupation permit, sources have confirmed to Blaugranagram. LaLiga and UEFA personnel are expected to visit at the end of August to review progress while licensing is handled.
According to Mundo Deportivo, the club is expecting the CFO today for the renovation phase enabling a limited opening, with capacity spread across Gol Sud and Tribuna. The CFO had not yet arrived as of early afternoon, though work continues with the same objective: hosting Valencia on the LaLiga weekend of September 13-14.
What the CFO unlocks
The CFO triggers City Council processing of the initial occupation permit, which will basically allow spectators to enter the stadium. The CFO delivered to the City Council must be signed by construction management, execution management, contractor Limak, and FC Barcelona before the permit phase advances.
Progress as of August 18, 2025
While awaiting the CFO, entrances are being cleared, materials are being removed, and cleaning is underway in areas that fans will use. The stairs on Travessera de Gràcia and many walkways around the ground are finished to facilitate circulation. The stadium interior is almost ready, except for the home locker room, meaning the team would temporarily use one of the two completed away locker rooms if needed.
Timelines
LaLiga and UEFA staff are set to conduct on-site inspections at the end of August. The club has already communicated a contingency plan to the competitions: a short-term return to Montjuïc if the Camp Nou reopening requires a brief delay, although the intention remains to meet the planned dates.
The Champions League league phase opens at home on September 16 or 17, UEFA requires all home games in that phase to be played in the same stadium. If Matchday 1 is away, Barcelona gains more margin to complete the Camp Nou return before the first European home date.
